David S. Bartell is the Director of International Business for Northrop Grumman Weapons Systems. He is responsible for overseeing international business and operations for the Weapons Systems Division. He also held this position with Orbital ATK prior to Northrop Grumman’s acquisition of Orbital ATK in 2018.
Before joining the company, Dave spent over 24 years in the U.S. Navy as a Naval Aviator, flying carrier-based electronic attack jets. Dave saw numerous combat deployments over the course of his career.
While in the Navy, Dave was designated in the defense acquisition professional community with Level II certificate in program management from the Defense Acquisition University, and a subspecialty designation in logistics.
Dave also holds an MBA from Troy University and a Masters of International Relations from the U.S. Air Force, along with a B.S. in Economics from the U.S. Naval Academy.
Prior to retiring from the Navy, Dave took his final set of orders to the Navy’s International Programs Office (NIPO) at the Washington Navy Yard. As a Foreign Disclosure Officer at NIPO, he was able to learn the subtleties of Foreign Military Sales, Disclosure policy, and Export Licensing issues.
